De la Rosa has led ACCIONA’s Middle East water business since 2016. ACCIONA’s projects include the 500 million litres a day (MLD) Facility-E EPC contract in Qatar and Abu Dhabi’s Saadiyat Island desalination plant. In April 2025, ACCIONA launched an in-house developed advanced turbidity prediction system at Ras Abu Fontas 3 in Qatar, using AI and satellite data to forecast seawater quality, optimize plant operations, and enhance resilience.
