Elzein was appointed to her role in February 2025. In June 2025, Lebanon’s Ministry of Environment, in collaboration with UNDP, and with funding from the Green Climate Fund, launched the NDC 3.0 process to strengthen national climate commitments, with a focus on emissions reduction and sustainable climate planning. In August 2025, she announced a draft law enabling local cost recovery for solid waste management. Elzein also chairs the French-Lebanese Governmental Committee of the Scientific CEDRE Program.
