Established in 2003, Empower is the world’s largest district cooling services provider. Connected capacity has expanded to 1.7 million refrigeration tons as of the end of 2025. Revenue rose 4.9% to $931 million in 2025. In February 2026, Dubai Electricity and Water Authority (DEWA) increased its stake in Empower from 56% to 80%.
